I, Devraj Sharma, Ph.D., am the founder/president as well as the principal scientist/engineer of Principia Mathematica Inc. (Principia), located at: Suite #305, 405 Urban Street, Lakewood, COLORADO 80228. My field of specialty is computational fluid dynamics and associated transport phenomena. My professional life has been devoted to conducting data analysis by computational methods and undertaking mathematical modelling activities. I have served a wide variety and large number of clients in this manner during the past twenty-seven years. The purpose of this document is to summarize my scientific and engineering opinions in the Case No. 96CW014, Water Division I: Application for Water Rights by Park County Sportsmen's Ranch, LLP (Applicant). I have developed these opinions based upon my experience and as a result of scientific analyses of available information that were conducted by my colleagues at Principia, and myself.

I was retained by the law firm of Bernard, Lyons, Gaddis & Kahn, P.C. in June, 1998 to provide scientific support in this case regarding matters of ground water flows, surface water flows, interactions between ground water and surface water, data analyses, computational methods and mathematical modelling. I was retained on behalf of Park County, the Upper South Platte Water Conservancy District, the Center of Colorado Water Conservancy District and certain other Objectors in this case (Objectors). As part of my efforts, I have reviewed information produced in this case both as printed documents and as contained in electronic media. This information concerned: the Applicant's proposed project in South Park; details of the mathematical model submitted in support of the application; the ground water system including recharge and discharge mechanisms within the portion of the South Park ground water system represented in the model; stream-aquifer interactions and flows of streams within this system; surface water calculations; available measurement data; and, vegetative consumption of water in the area. My staff colleagues at Principia and I have analyzed information concerning the Applicant's modelling of the South Park ground water system. A report of Principia's scientific findings and inferences is presented under separate cover. These findings and inferences together with my experience have helped me to formulate scientific opinions.
